The wireless toolbar in version 1.9.0-SVN-43564 does not display properly, it
shows error message "Failed to initialize ws80211", and the buttons are
inoperative.

This behavior was seen on Windows 7 64-bit running the 32-bit version of
Wireshark and with an AirPcap adapter installed and functioning; and also on
Windows Vista running both the PortableApps version of Wireshark from a USB
flash drive, and the standard (non-PortableApps) version of Wireshark from the
local hard drive, with an AirPcap adapter installed.
