OK, the first of those links is to a Python implementation of the spec, it
appears, so not necessarily immediately useful.

The second of those links is broken, and should be

    https://wiki.ubuntu.com/LittleDetails#Use_XDG_folders

but that just points to some other pages:

    http://live.gnome.org/GnomeGoals/XDGConfigFolders

which in turn points to

    http://ploum.net/post/207-modify-your-application-to-use-xdg-folders

and there's also a link to

http://developer.gnome.org/glib/2.32/glib-Miscellaneous-Utility-Functions.html#g-get-user-config-dir

for GLib utility functions to fetch "a base directory in which to store
user-specific application configuration information such as user preferences
and settings." - on both UN*X (using XDG) *and* Windows. That function is
"Since 2.6", so it should be available in all versions of GLib that the trunk
supports.

The Ubuntu link also points to

    http://ploum.net/post/184-cleaning-user-preferences-keeping-user-data

as well as some already-linked items.
