Perhaps the offending PC is running, for example, an older version of Internet
Explorer that can't handle the JavaScript OSQA uses.  There appears to be at
least one issue with IE8 and below with at least one version of OSQA:

the title of which is "onunload event script broken in IE, prevents asking all
new questions"; the last comment in that issue is "Fixed in Rev. 592. Thanks
guys."  The rollover tooltip for the "powered by OSQA" link at the bottom of
the ask.wireshark.org home page says "OSQA Development Build (SVN-583)"; if
we're running an unmodified rev 583, that won't work with anything before IE9.

Then again, a patch attached to that bug was attached by somebody named "Gerald
Combs", so perhaps we're already running with a fix for that particular
problem. :-)
