after thinking some more about it, I believe there is some value to simply
re-use the gsmtap.h header file that we use in libosmocore.
This way we have an easier way to synchronize and detect differences between
the libosmocore (master) version of GSMTAP definitions and the wireshark
dissector.
I'm attaching an incremental patch to the first patch.
