This patch describes the changes made to <packet-isis-clv.h>. New TLV type has
been defined in this header file.

The patch file attached with this bug report contains the modifications
done(modules added)to <packet-isis-clv.h> file of wireshark source code to
support the decoding of Router Capability TLV. TLV type has been defined in
this header file.
