I use dual monitors in Windows. The primary is 1920x1080 and the secondary
1280x1024. My secondary monitor is physically to the left of my primary monitor
and vertically lower than the primary by a few pixels, so I positioned them
accordingly in Display Settings.

Problem: When I start Wireshark, it always opens on my secondary monitor but
with its head chopped off such that I can't see the title bar or the menu bar
(see attached screenshot). The only workaround is to use Windows Snap feature
(e.g., WindowsKey+RightArrow) to snap the window to an edge, bringing into view
the entire Wireshark window.
