This set of patches to Wireshark (against svn trunk r38984) adds dissection of
new information elements and ANQP info elements. In addition, the proto tree
design for Action frames is cleaned up to make it easier to view the main
information from the GAS/ANQP frames.

I have run fuzz-test.sh with various capture files including IEEE 802.11u
elements. This did not indicate errors. I'm also including a sample capture
file to demonstrate how the new code works and shows up in the Wireshark GUI.
