This patch is being filed on behalf of Daniel Smith, who reported the problem
with the 802.11 Beacon parsing on the wireshark-dev mailing list.

In a nutshell, the 802.11 dissector incorrectly attempts to decode the padding
as another Country Information tag.  For more details, see
