On March 4, 2011, I updated a lot of the descriptions in the NTP dissector to
match the IANA / RFC 5905 assignments.  The "USNO" one was previously "NIST
public modem" but RFC (June 2010) calls it "USNO telephone modem", although it
is a "proposed standard" still.  The IANA still has it assigned per the
RFC5905:

Perhaps we/the USNO needs to have the IANA update their records?  I'm not
completely opposed to changing the Wireshark source code, but it's nice to have
it in sync. with the RFC/IANA assignments.  The latest Wireshark code is here:
