The NTP stratum 1 reference ID "USNO" refers to the United States Naval
Observatory. The servers are listed at http://tycho.usno.navy.mil/ntp.html
All servers are synchronized to either Master Clocks, or GPS. No NTP servers
are driven by dial-up connections. I verified this with USNO.
Therefore the reference ID description in packet-ntp.c for USNO should change
from "USNO telephone modem". I suggest "USNO time service". It is not
possible to be more specific because the reference ID USNO is used by NTP
servers using GPS and the USNO Master clocks.
