A few comments about possible GUI changes.

Perhaps the action to remove all time shifts could be changed from selecting
the radio button for "Undo all shifts" and then clicking on the "[Apply]"
button to simply having an "[Undo all Shifts]" button that is insensitive when
there is no shifts applied?   When insensitive this button would indicate that
no time shifts are applied, and when sensitive time shifts are in play.

Should the radio button for the different time shift modes automatically be
enabled when input focus has been moved to one of the fields within the radio
button group?   Several times I found myself entering values and then clicking
'[Apply]' but not seeing any results only to realize that the "Undo all shifts"
radio button was still selected.

>From the main Wireshark window perhaps a small clock image could be placed in
the bottom left corner just to the right of the Expert Info LED image?  
Clicking on this image could open the Time Shift dialog similar to the way the
Expert Info dialog is opened when the LED image is clicked.   In addition this
clock image could change to visually indicate when a time shift has been
applied.  Perhaps the clock face turns 45 degrees or perhaps the clock face is
split in two and the two halves skewed to indicate that the reported packet
arrival times in the current trace have been adjusted (and not yet saved).
