Hi,
I'm not sure what you mean by "LTE over sctp there is no fragmentation"
if MTU is exeeded there must be segmentation which SCTP supports.

in the second trace the first packet decodes fine
the second packet 
2    0.026211    172.16.166.102    172.19.20.114    SCTP    DATA (Message
Fragment) 
and on SCTP level 
.... ..1. = B-Bit: First segment
So it looks like the the other segment(s) are missing, if you are filetering on
IP addresses and multihoming is used the other segment may have been on
different a IP address.
