The problem isn't with port 12080, it's with port 3002; that's one of the ports
for "ip.access GSM over IP" protocol, which is the "IPA" in the summary.

You could disable that protocol, or edit the "GSM IPA TCP Port(s)" preference
for IPA not to include 3002 as one of the ports.

It *might* be possible to add to the IPA dissector a check for obviously "not
IPA" packets, and make it a "new-style" dissector, although all that will do
for you is leave those packets undissected, as 12080 is not a default port for
HTTP in Wireshark.
