What about other rest octets in packet-gsm_a_rr.c? For example,
de_rr_si2quater_rest_oct() has been already been there. Does it need to be
rewritten with csnStreamDissector()?
Another concern is that 'UTRAN FDD Description' in si2qua rest octect needs
some calculation to output the exact scramble code. But current
csnStreamDissector() is unable to do that calculation.
