Patch to correct bug 5731

Created and tested patch to correct this bug.
The check for engineID length should only occur if the engineID has a non-zero
length.  If the engineID is unspecified in the UAT form, then it is a
"wildcard" engineID, which will be used when a more specific engineID/USM user
entry has not been specified.
