patches to bring wireshark 80211s dissecting to the ratified standard

Compiled (32-bit) with GLib 2.28.6, with libpcap 1.1.1, with libz 1.2.3.4, with
POSIX capabilities (Linux), with threads support, without libpcre, with SMI
0.4.8, with c-ares 1.7.3, with Lua 5.1, with Python 2.7.1+, with GnuTLS 2.8.6,
with Gcrypt 1.4.6, with MIT Kerberos, with GeoIP.

Running on Linux 2.6.32-33-generic, with locale en_US.UTF-8, with libpcap
version 1.1.1, with libz 1.2.3.4.

Built using gcc 4.5.2.

Much has changed in the world of 80211s since wireshark was updated.  Most
notably, the standard was ratified.  The attached patches bring the existing
mesh packet parsing functionality in wireshark up to the ratified standard.

I tested these patches using the attached capture files that I generated with
scapy.  I also ran the fuzz tests on these.  It got up to pass 171 with no
errors, when I halted it.

Please consider these patches for inclusion in SVN.
