GSMTAP pseudo-header currently only manage L2/L3 GSM signalling (for Um
interface).

This enhancement introduces the management of L2/L3 GPRS/EGPRS signalling over
Um interface. (i.e. RLC/MAC control blocks sent/received through PACCH logical
channel)

To describe an RLC/MAC control block in a capture file, GSMTAP pseudo-header
should contains:
- type field set to GSMTAP_TYPE_UM
- sub_type field set to GSMTAP_CHANNEL_PACCH
- flag GSMTAP_ARFCN_F_UPLINK of arfcn field, set or not, indicating which
dissector to call, i.e. either gsm_rlcmac_ul or gsm_rlcmac_dl

The attached capture file (gsm_gprs_log.pcap) shows an example of capture file
with GSMTAP PDUs containing both GSM and GPRS/EGPRS signalling.
