I am not an authoritative source on this with regarding to NetBSD, but it seems
that they have the similar though different structure as the FreeBSD Project
and Foundation, where the Foundation takes care of legal things (copyright,
donations, licensing etc) and the Project takes care of the operating system
and tools.

According to http://www.NetBSD.org/foundation/ and
http://www.NetBSD.org/people/developers.html, the NetBSD Foundation does
include both the legal things and takes care of the operating system and tools.
But don't change anything on my word, get a confirmation from somebody within
NetBSD :-)
