Patch for SLM/SLR OAM support

Please accept the attached patch which adds support for the two-way Sythetic
Loss Measurement opcodes (SLM & SLR) defined in the latest ITU-T Y.1731. 

The new PDUs consist of a couple of counters and a couple of ID fields, so the
dissector changes are very simple. Ran through 1000 iterations of fuzz-test.sh
without fail on a small data set.
