When a snaplen is specified, nothing is all or nothing.  The snaplen tells
wireshark (and friends) the maximum number of bytes to actually capture,
regardless of the number of bytes present in the packet.  Basically, there are
no guarantees of anything as far as packet capturing is concerned.
