I think that bug 5870 has effectively solves this RFE.  It allows you to select
what protocols are "opened up" in "tshark -V" output.  It's not by OSI layer,
but I think it makes more sense than that.

(Not sure how Debian's downstream bug gets updated with our bug state
change...)
