Hmmm, this means that configure was called with --enable-setcap-install,
--enable-setuid-install, or --with-dumpcap-group *and* libpcap was disabled or
not found.
Wouldn't the correct thing to do be for configure to error out with this bogus
combination? (The user clearly wants dumpcap but he/she is not getting it.)
