For now, I committed the simple patch from Vladimir in r36727, as it does fix
the bug in msisdn_to_str().
The question of whether or not to improve this function further by using
tvb_bcd_dig_to_ep_str() remains though, as does the idea of replacing the other
two similar functions - id_to_str() and imsi_to_string() - so I'll leave this
bug open for now. As Stephen mentioned in comment 2, it would be nice to have
some capture files for testing these changes, should they be made.
