I'm not sure I've caught your comment.

I looked at the RFC5440 history and I couldn't find any reference to 1010, even
as a provisional value. First version of draft-ietf-pce-pcep is dated november
2005, last version (-19) is dated november 2008 and the port number was "to be
assigned by IANA". It was published as a Proposed Standard (RFC5440) on
2009-3-6 with the reference to 4189 as TCP port number. From my point of view,
there's no doubt that 4189 is the value to be used.
