I think this would be virtually impossible to implement.

For example, should IPv6 be enabled as well as IP when HTTP is enabled?  And
what about IP?  Would you then have to enable every conceivable protocol where
it could be present, including Ethernet, PPP, etc., ICMP, encapsulations like
GRE etc., and so on and on ...?  Does anyone even know all the protocols that
could carry IP?

I understand the idea behind it, but to me, this is a bug that ought to be
closed as WONTFIX.
