YOU use old standard !

In standards 

ISO/IEC 8073:1992
ISO/IEC 8073:1996
ISO/IEC 8073:1997

we reads :
     13.2 Structure
     .................................................................
     When consecutive octets are used to represent  a  binary  number,
     the lower octet number has the MOST significant value.
