I can reproduce this on XP with keyboard "US international" selected. I guess
this is an issue with the interaction between GTK and the keyboard driver. When
I use the normal "US" keyboard layout, there is no problem. Also when I use the
"US international" keyboard driver with notepad, the quotes do come out right
too.
I'm using GTK+ 2.18.5, with GLib 2.22.3 (Wireshark Version 1.3.3-SVN-31338)
