Agreed: some filters (like tcp.stream) don't make sense from capture-to-capture
but a vast majority of filters would be the same from capture to capture.

Trying to mark each (of the millions of) filter(s) as being "capture dependent"
or not would be a significant effort and for very little gain.  I don't think
it would be worth the effort.  Closing as WONTFIX for that reason.
