Yes. When I downloaded VS2008EE, it was a full download of VS2008EE. I even
retested the download yesterday and confirmed that the vcsetup.exe was a full
download of 2008EE SP1, not a download of 2008EE with another download to patch
it to SP1. If there's ever an SP2, then we can update accordingly, but I doubt
it since 2010 beta2 is already out:

likely there will be an update to 2010EE at some point.
