It is similar. This patch is more of a subset of those changes for bug 4421. 
The patch in bug 4421 covers both vendor namespace and radiotap namespace as
defined here:

While in this patch I only wanted to cover vendor namespace. The reason is 1.
at the time I made the patch there was no agreement on radiotap namespace yet;
2. there is nobody using radiotap namespace and I only want a simple solution
for vendor namespace.
So this patch is simpler and clear, while I'm not sure about the other patch. I
have a sample capture here for test. 
So it's Wireshark developers' decision on which one to pull in. We only need
one or the other. As long as people verify the patch in 4421 is solid, it might
be good to have a complete solution upfront. Otherwise, at least I want the
vendor namespace part to be covered.
