./autogen.sh fails on my machine on any source past svn R28813.  (Refer to Bug
4281) (ANY ADVICE?)

I did, however, add the one line in the patch to my local copy of text2pcap.c
and find that the times are now as expected.


Before the patch, I was having to use the following command to get correct
times:

$ TZ=UTC+4 text2pcap

After the patch, the following two commands yield the same timestamps:

$ TZ=UTC+4 text2pcap
$ text2pcap
