Build Information:
I'm using wireshark svn 29941 on Linux / x86 (32bit) on a Debian unstable
system

The MS Power IE dissector is broken.  It assumes a wrong bit order.  Traces
from Siemens, ip.access and Ericsson BTS agree with the GSM 08.58
specification.  Wireshark always decodes those traces wrong.
