eap.xml not included in diameter dictionary folder and there are many places
need correct in dictionary.xml

ISSUE 1:
eap.xml is not included in diameter dictionary folder, that introduced
Wireshark unable to analyze Diameter Capture entirely 

ISSUE 2:
There are lot of places where missing " and missing </avp> tags in
dictionary.xml under diameter folder, which made this xml file is not right and
perfect xml file

Result:
i resolved my problems by myself, at same time I correct all the wrong places
in dictionary.xml and other files 


In order to make WireShark analyze/parse Diameter well in the future, I submit
my corrected dictionary xml files to SVN, hope it's checked in
