patch to add IuH PPI values to SCTP dissector
Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

there are some 3GPP related PPI values for the IuH protocol that the wireshark
sctp dissector doesn't know yet.
I'm also working on an actual RUA dissector (PPI 19), but that will take some
more time.
