This patch connects the already existing RRLP dissector to the GSM A DTAP
dissector in case it receives a GSM TS 04.08 "RR Application Info" message.

Right now the RRLP decoder seems to be only used from 3G code, but not classic
GSM code.  This patch fixes it.
