Is the NPF driver configured to load at startup as described at
http://wiki.wireshark.org/CaptureSetup/CapturePrivileges? You shouldn't have to
run Wireshark as administrator.
As noted at
http://www.winpcap.org/pipermail/winpcap-bugs/2009-February/000892.html, the
next version of WinPcap will support Windows 7. Until then you should install
it under Vista compatibility mode.
