This was based on a draft
(http://tools.ietf.org/html/draft-ietf-pce-pcep-xro-02) where this numbering
comes from. There's still an errata on the RFC on the same issue in the RFC
text.
The dissector should be made to adhere to the final RFC 5521 text though.
