Hello Gerald,

It's looks like the manifest change resolved this issue.

I successfully ran 1.1.3 release (Version 1.1.3 (SVN Rev 27807)) just fine on
an older Windows SP1 machine that did _NOT_ have the Microsoft Visual C++ 2008
SP1 Redistributable Package (x86) (a.k.a Microsoft.VC90.CRT) installed.

I also verified that version 1.1.3 of the U3 and PortableApps packages also
worked fine on this same older Windows SP1 machine.

Then for the heck of it I verified that this same machine would exhibit the
original problem by re-installing the older buildbot package Version
1.1.3-SVN-27384 (SVN Rev 27384).

I'll mark the bug as fixed.
