In top-of-tree SVN Wireshark, when I read the file in, it doesn't show any
packets as RANAP; however, if I filter to show only SCCP packets, it *does*
show packets as RANAP.

*Something's* either not being done when tree == NULL or not being done in
time, but it doesn't appear to be something simple.
