I cannot duplicate this behavior with the latest development version of
Wireshark from SVN under Windows Server 2008. I can move the task bar to any
side of the screen and Wireshark will adjust the area it displays itself in so
it isn't under the task bar.
As Jaap suggested, try checking and changing the User Interface Settings in
Wireshark (under Edit -> Preferences on the first screen that comes up. What
are your settings for Save Window Position, Save Window Size and Save Maximized
State? I have the last two checked.
