Enhancement 1 was recently added to Wireshark, I'm not sure whether it is
already in an official release, but you will definitely be able to find it in
the automated builds (http://www.wireshark.org/download/automated/).

You do need to enable it in the preferences though, go to
Edit->Preferences->User_Interface and select "Save column widths:"


Which leaves enhancement 2 open for someone to pick up when they are interested
in developing this functionality...
