patch to add more dissection

Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

Added more dissection, including a first cut at coping with half-octet IEs
which can turn up in either the upper or lower half of the octet.

BTW As the existing comment at the top of this file says, this file is really
in
dire need of splitting and restructuring. I'll see if I can have a go soon (at
least split the different layers into different files).
