I agree there's no hard-n-fast rule but, at the same time, how many times have
you (Jaap) or I or anyone else asked someone to resubmit a plugin as a built-in
dissector?

Given that there seems to be a significant preference (among the core
developers) for built-in, I think it would make sense to add a blurb in
README.developer.  (Maybe README.plugins, too, but I have to admit that I did
not read that document when I first started writing dissectors and probably
still have never read it...)
