First of all there's README.plugin which describes the differences.
With regard to the question of form in which the dissector should be presented,
there is no hard rule. Many are straightforward so they can easily be put into
'the big pile', some are ASN.1 based which takes a different approach, and some
are more suitable to be placed separate as plugin.
