error message when trying to go to capture

I installed the u3 package and version 1.0.0 still has the same problem as
older versions. When I start it asks me (only the very first time after
installation) if I would like to install winpcap but when I try to capture
anything it tells me that it was unable to load winpcap. When I then shut
wireshark down and bring it back up I am never asked again to install winpcap
(which is not installed it seems) and wireshare will not work.
So it makes the u3 version un-usable on my machine. I actually tried 3
different machines, same problem.
