This patch to editcap.c adds an option, "-i <seconds>", to editcap to allow
larger files to be broken up into evenly spaced time intervals.  It also makes
sure only one type of file division (packet count or time interval, but not
both) is occurring.  The code has been "fuzz tested" to the extent of detecting
correct options, reporting bad input, and dividing captures correctly to the
seconds and microseconds in reference to the start of capture (first packet).
