OK, I checked both machines.  The Windows 2K machine had no personal
preferences or global preferences file in the given directories.  The XP
machine had a personal preferences file.  So, I removed the XP personal
preferences file to make both machines equal, hoping this would solve the
problem.  Alas, it did not.  

I have attached screen shots to show what I am seeing.  Notice how the GTP and
IP packets are flipped (in the wrong order) on the XP screen shot.
