I've already cloned this bug to a bug for the empty "Read me first" file.

I'm not sure expecting users to read the "Read me first" *AND* go through all
the steps to install the startup item is the right fix for the problem, though,
as that's a bit of a complex process involving the command line, and even there
it might be tricky, given that either the files in the .dmg are owned by user
99 or the .dmg is mounted with the "make all files owned by the mounting user"
option, so if you naively copy the startup item and its files they might end up
owned by you rather than root, which would either prevent the startup item from
being run or would cause the OS to warn you about the startup item when it
boots.

If this were an installer package rather than a drag-install package, it could
install the startup item for you.
