Thanks for posting the capture file.  There's definitely a problem with the
window scaling.  One thing I discovered is that if you use the "Filter TCP
Stream" feature to filter on the conversation in question and then save only
those packets belonging to that conversation to a new file, when you load that
new file into Wireshark, the window scaling is correct.  So the problem seems
to be related to some side-affect of one or more prior conversations in the
capture.  Unfortunately, I am not the packet-tcp.c expert, so hopefully one of
the core developers who is can take a look at this.
