patch for the enhancement described in the bug report

- new encapsulation type in wtap.h (WTAP_ENCAP_LAYER1_EVENT
- extension to wiretap/eyesdn.c to have per-packet encapsulation
- new dissector packet-l1-event.c
- added to register.c and Makefile.in
